What is better, losing weight then gain muscle or use the fat I have to become muscle?

Basically I am male 19 years old and weigh approximately 255 lbs, I want to lost the fat weight healthfully and gain muscle

I also want to make weight for boot camp regulations, which at my height at 6 feet is 213 Lbs. Because I do want to join the Marines.

So can some one tell me what is better for me and what should I start with and what routine should I keep?
